Who are we?

Stuart Bell is a Chartered Surveyor with over 25 years of experience in construction and property development. His career spans leading UK consultancies including AtkinsRéalis, Arcadis, and Gardiner & Theobald, with international appointments in Saudi Arabia. 


Specialising in residential development, Stuart has worked extensively with major housebuilders to evaluate pre-acquisition costs and oversee infrastructure delivery throughout the construction lifecycle. His deep understanding of the UK housing market, combined with hands-on experience in strategic planning and cost management, positions him as a trusted advisor in unlocking development potential.


With a unique blend of technical expertise and commercial insight, Stuart brings clarity and confidence to every stage of land and property development—ensuring projects are not only viable, but successful.

The Process

The Steps below are the key activities that will be required.

Preliminary Feasibility Check

We research local planning policies, assess site constraints such as green belt or flood risk, estimate potential development capacity and end values, and run a high-level appraisal to determine whether a scheme is likely to be viable.

Negotiation of Heads of Terms

If the site appears viable, we agree a clear structure with the landowner—whether through an outright purchase, option agreement, or promotion agreement—setting price expectations and commercial terms before moving to legal drafting.

Due Diligence

We instruct solicitors and consultants to investigate title ownership, legal restrictions, access and service connections, and commission any necessary surveys (such as topographical, ecological, or ground investigations) to ensure the site is ready for development.

Planning Application

For option or promotion agreements, we appoint experienced planning consultants and architects to prepare a development scheme, engage in pre-application discussions with the council, submit the planning application, and manage the process through to decision.

Final Negotiation & Contract

Once planning risk is clarified, we agree the final purchase price and proceed to exchange contracts, whether through exercising an option at the agreed price or completing an unconditional purchase for an immediate sale.

Completion & Purchase

The buyer transfers funds, the Land Registry is updated to reflect new ownership.
